to exploit / exploitation  

When you exploit something, you use it in order to gain a benefit for yourself. It’s important, therefore, to exploit opportunities and resources in a positive way. But, when you are talking about exploiting people, this has a negative meaning, because if you exploit someone, you get a benefit, but they don’t, so it’s unfair.

The country never exploited its natural resources to their full potential.
