'Utilise' is a more formal and technical way of saying use. It’s especially common when talking about technology or resources. You can also write it 'utilize'.  

Our training program utilises the latest software.

We need to improve our utilisation of resources.

to exploit / exploitation  

When you exploit something, you use it in order to gain a benefit for yourself. It’s important, therefore, to exploit opportunities and resources in a positive way. But, when you are talking about exploiting people, this has a negative meaning, because if you exploit someone, you get a benefit, but they don’t, so it’s unfair.

The country never exploited its natural resources to their full potential.
